World Sailing Board approves Technical Delegate appointments for LA28 Olympic Games

World Sailing, the global governing body for the sport, has approved the appointment of two Technical Delegate positions for the LA28 Olympic sailing competition.

The appointees are:  

  • Ricardo Navarro, Brazil, Technical Delegate – Ricardo is the current chair of the Race Officials Committee and was the Field of Play Manager at Rio 2016 and Technical Delegate at Paris 2024.  
  • Ferran Muniesa, Spain, Technical Delegate – Ferran is World Sailing’s Director of Events and an experienced event organiser with 17 years of experience – including 10 as Event Director – in delivering the Princess Sofia Regatta, widely regarded as setting the standard for Olympic regatta sailing over the last decade.  

 Quanhai Li, World Sailing President, said, “We are delighted to make these appointments to key roles for the LA28 Olympic sailing competition. Ricardo and Ferran will be tasked with ensuring sailing at the Olympic Games will be a fair competition for all athletes, and we can all look forward to excellent sailing in Long Beach and Port of Los Angeles.”  

David Graham, World Sailing CEO, said, “Ricardo and Ferran are outstanding appointments for LA28. Both bring extensive experience of delivering sailing events at the highest level and understand the standards required for Olympic competition. I am confident they will help build a world-class team and work closely with LA28 and the IOC to ensure sailing delivers an exceptional Olympic regatta.”  

The Olympic Sailing Competition at LA28 will be staged from 14–30 July 2028 across the waters of Belmont Shore in the Venue City of Long Beach and the Port of Los Angeles in the Host City of Los Angeles.
